Is the CIPD essentially a UK HR qualification?

Does it have any practical usage or recognition at all in countries such as France, Benelux, Germany, Nordics or the USA? 

HR, as a working profession and as a subject matter discipline also needs to contend with language, experience of and knowledge in the the local laws of different national labour markets, not being so readily transferable as other professions such as STEM or medicine. 

However, to the extent that a 'global labour market' does exist, where does the CIPD qualification fall in that respect? 

We have overseas links, offices and / or a presence in Ireland, UAE, Singapore and an agreement with the Australian HR Institute, but nothing in continental Europe or The Americas, given that under EU regulations, the equivalency and standardisation of qualifications gained from all the 28 member states of the union is fully recognised.
