I'd start by listing all the various stakeholders and think about each separately. I suspect you are thinking of stakeholders as one amorphous group.

Agree with elizabeth and correspondingly do a list of various people practices (e.g recruitment and selection, induction, staff development process etc) and you'll soon be able to see the links between the two lists (if you draw it out and put them side by side you might find multiple arrows both ways).
