Career transition advice

Thanks in advance to anyone who takes the time to read this.

I’ve been a senior operations manager for over 10 years, mainly in GM and multi site support roles within leisure and hospitality. Throughout my career I’ve naturally gravitated towards the people side of the job, working closely with HR teams, leading on ER matters, and managing a wide range of complex cases end to end. I have plenty of real, hands on experience in investigations, disciplinaries, grievances, absence, performance management and policy work, but I’ve never had a standalone HR title.

Because of that, I’m finding it very difficult to get in front of hiring managers for any kind of People roles. My y CIPD Level 5 is in moderation with certificate expected next month, and I’ve rewritten my CV, LinkedIn and cover letters to reflect the HR side of my experience as clearly as possible (I've used CIPD ATS tools too). I’ve also been attending networking events and CIPD sessions, and applying consistently, but most applications aren’t getting past the initial screening stage. 

I know I can do the job, I just need the opportunity to get in front of the right person.

If anyone has made a similar move from operations into HR, or has any advice on how to get past the initial filters and actually speak to a hiring manager, I’d really appreciate your thoughts.
