Hi,
I have recently completed my Masters in International Human resource management,
and have an experience of 3 years and 10 months as a Network engineer.
I find it difficult to move into the next steps in the job search.
Many asking for UK experience whereas I am new to UK came here as a student.
Also please suggest some courses which would help me with adding more on my skills.

Have a look at the CIPD's Employment Law Practitioner course or CIPD Level 5 intermediate certificate to start with. These are recognised qualifications and together with your Masters, should help you to secure an Assistant or Officer role. Anything higher would usually require hands-on experience. As soon as you secure your first job, you will start gaining experience and you can go from there. Good luck!
