I do remember coming across this term many years ago, before 'broadband' was something you used to access the internet.

In that case it was related to a flex time style system where people could work their hours at any time between the broadband hours of 7.30 am to 6.30 pm, as long as they were in work between core hours of 10 and 12 and 2 and 4.
