Enforced annual leave when school having to close

We have some members of our team on Furlough since March who will need to return to cover holiday club at the end of July.  This usually runs to the end of August and then we return to School.

We are planning to close School for 1 week at the end of August as we need to deep clean all areas prior to our return in September.  This means that these employees will not be able to come into work and there  is no home working/redeployment available.

I have been asked to let them know that they are required to take 1 week's annual leave (they will have to carry some over to 2021 as has leave accrued during Furlough) for the week we are having to close.  Can you let me know your thoughts on this. 

We are enforcing the closure meaning they cannot come into work when they are available.  Can we insist they take a week's annual leave? They won't be happy about having to take annual leave and I want to ensure my advice is right.
