Paying annual leave during furlough

We are an independent fee paying school and have put a number of staff, both teaching and support, on furlough.  Currently we are just paying staff 80% as per furlough and not topping up but we are going to top up to 100% during the school holidays as contracts for teachers state they get all school holidays off with pay - I think this is should prevent any bad feeling as they would have been off work at this time.  We notified them back in February (before we knew about COVID 19) that they would have to have Easter and May week as part of their annual leave and we will therefore pay full year support staff full pay for these period.  We can't afford for everyone to take these holidays when we reopen or carry them over to next holiday year.  Do we need to top up salaries for those staff who are paid term time only?  Is that the fairest way of doing things or am I overthinking it?
