I did a training course with ACAS yesterday on performance management and the trainer gave me a copy of a recent ACAS study on performance management in organisations which was really interesting - it's almost certainly available on their website and it may well be useful for you.

The theory behind it has informed a lot of our change programme away from appraisal towards continuous performance management

... the "fair and useful" point feels especially important to me. A logical step would be to check in with employees as standard following a performance review meeting and ASK them : was it useful? fair? If not, the whole performance mgt 'cycle' could start to unravel at that point. Could be a great way of flagging up where more conversation is needed
