Holidays in education sector where there are no term breaks

Are there any HR professionals out there working in an Education Establishments that operates roll on roll off courses?

I'm trying to do bench marking on holiday entitlement on those outside of the standard FE provision as I know this will be circa 40+ days.

I'm currently working for an FE/HE/Private vocational provider and having some queries about holiday entitlement. 

We currently offer the following:

Managers - 25 days + BH

Support staff depending on experience - 20/22 days + BH 

Fully qualified Lecturers with Assessors  - 25 days + BH

Mid Qualified lecturers - 22 days + BH

Unqualified Lecturers/Lecturers with PTTLS - 20 days + BH

Plus 1 Additional Birthday day at 5 years+ service. 

We close on Bank Holidays and require lecturers to take the 3 or 4 days between Christmas and New Year out of their holiday.

Support staff can choose to work in this period.

A junior lecturer has come to me and pointed out that this means her entitlement that she can decide when to book is 16 days this year. She feels that with the pressure and the workload they need breaks more often than Christmas and two holiday breaks. 

It would be great to hear what other similar environments do.
