I've previously worked in a similar setting. At a University we had both teaching and research tariffs. The teaching on certain courses would provide 2 x prep time for each hour/day of delivery. It wasn't particularly successful as it then got into a debate about the quality or equality of each course. Wouldn't this be better managed through line management?
