Statutory and Contractual holidays when working 'compressed hours'

An employee works his contracted 40 hours/week on a 'compressed hours' schedule over 4.5 days/week with 4 full days Monday through to Thursday and half a day on Fridays. The employee is entitled to 28 days’ holidays + 8 public holidays.

The employee is a salaried employee (i.e. not paid on an hourly basis). If the employee books a day off as holidays on Friday when he only works half-day, should we deduct a full day or only half a day from his annual holiday entitlement? I read elsewhere that the 'solution' to this is to calculate the holiday entitlement in hours instead of days but if the employee were to book his holidays as single days every Friday, his actual days off work would be 56 days in the year, would it not? This doesn't seem like the right 'solution' to me...
