I think the vast majority of HR and payroll systems will be cloud based these days - I don't know of many that are 'on premise' only.
So given that, 'the best' system will be the one that meets your needs the best. Your needs will depend on the size of your organisation, the number and type of payrolls you run, which country (or countries) you run payrolls for and a number of other factors.
