Mobile Phone. Pre-paid service on either Boost Mobile (CDMA network) or MetroPCS (GSM network) are both ~US$45/month and require no credit checks. So long as the user has a credit/debit card that works in the US then tney will sign them up.

Car. Leasing? Any of the European manufacturers in the US (limited to M-B, Audi, VW, BMW, and Volvo) will lease to an ex-pat. No other manufacturers will lease....easily. Volvo and BMW (at least) also run used/certified lease programmes, but the dealers don't like them and will often deny they exist at all.

Driver's License. A person can drive for 30 days with a non-WA state license once they become resident in the state. Resident means moving into a house/apartment in *their* name - so if they have corporate housing for, say, the first 30 days then they're not "resident" yet, per se. If they have a UK license then they will have to take the written and practical tests as if they were a new driver. Fun for everyone!
