Is it possible to use the CIPD qualification in Italy? I may have to move there permanently and I wonder how it would work with a US CIPD certification.

No, you can't. The CIPD is a British HR professional qualification. They have their own system, studies and laws in Italy, and you also need the language to work there and visa sponsorship if you are not an EU, EEA or Swiss citizen.
