There are as many opinions on CVs as Cvs. Any of the clear, standard formats are good.
Personally I have never been a fan of personal statements as I think they are largely BS (excuse my language) but if you are going to use one make it different and not just cliche ridden. (everyone is apparently driven, professional, results orientated, commercial etc etc)
