Question on German T&Cs

Hi

We are looking to vary the terms and conditions of employment for up to 1 yr as a CV19 cost saving but staff member won't engage or communicate with us, we just get no response to our communications. What are our options?  Equivalent to dismiss and re-engage or something else?
They are on a UK contract but been there for 3+ yrs so German law needs to be considered.
